FCC $35 fee pending – UPGRADE NOW

The FCC Part 97 rules establishing a new $35 amateur radio application fee go on the books on April 19, but the FCC won’t start collecting the fee “until the requisite notice has been provided to Congress, the FCC’s information technology systems and internal procedures have been updated, and the Commission publishes notice(s) in the Federal Register announcing the effective date of such rules.” When effective, the fee will apply to new, modification (upgrade and sequential call sign change), renewal, and vanity call sign applications, as well as applications for a special temporary authority (STA) or a rule waiver. Fees will be collected per application. The FCC exempted from the fee applications for administrative updates, such as a change of mailing or email address. The FCC proposed a schedule of application and other fees for all services last year.

Skywarn Training Sessions

The United States is the most severe weather prone country in the world. Each year, people in this country cope with an average of 10,000 thunderstorms, 5,000 floods, 1,200 tornadoes, and two land falling hurricanes. Approximately 90% of all presidential declared disasters are weather-related, causing around 500 deaths each year and nearly $14 billion in damage.

There will be two Basic Skywarn webinars on March 1st and March 17 at 6:30 pm. Pre-registration is required:

March 1sthttps://attendee.gotowebinar.com/register/305572286314185487

March 17th https://attendee.gotowebinar.com/register/6124954180087632651

Also, there is an Advanced Skywarn class on Zoom from the State College NWS office: https://youtu.be/13n_P6LVg68. After you take the class, please let me know and I will forward your attendance to the Pittsburgh NWS for proper credit. The Pittsburgh and State College NWS offices reciprocate with regard to Skywarn training.

To aid you in your studies, I recommend downloading the Skywarn Spotter Field guide: https://www.weather.gov/media/owlie/SGJune6-11(1).pdf

FCC Reminder

The Enforcement Bureau (Bureau) of the Federal Communications Commission issues this Enforcement Advisory to remind licensees in the Amateur Radio Service, as well as licensees and operators in the Personal Radio Services, that the Commission prohibits the use of radios in those services to commit or facilitate criminal acts.

The Bureau has become aware of discussions on social media platforms suggesting that certain radio services regulated by the Commission may be an alternative to social media platforms for groups to communicate and coordinate future activities. The Bureau recognizes that these services can be used for a wide range of permitted purposes, including speech that is protected under the First Amendment of the U.S. Constitution. Amateur and Personal Radio Services, however, may not be used to commit or facilitate crimes.
