Bylaw Revision 2020

On the June 2019 monthly business meeting the follow issue was address:

“Good of the order WA3FWA proposed that we change the meeting night to Wed. instead of the 3rd Tues. of each month to have our gatherings consistent. Much discussion followed. KB3PJW said that the last revision of the club’s constitution states that any changes to the constitution must be forwarded to the PA Dept. of state and the IRS. So, why not form a committee to make all the proposed and needed changes to make a one time revision so only a single court document is needed? KB3PJW motioned that he will chair a bylaw committee, 2ed by WB3AGB and approved..”

The last bylaw change was submitted to the Pennsylvania Department of State on January 16, 1990. Many things has changed including license classes, board position that does do much anymore, inflation for the purchase limits, and confusion over two different meeting nights.  It was time to take a look at the bylaw to see if they needed updated.

The bylaw committee meeting was announced at the June business meeting and was open to all Steel City Members.

Proposed Revisions


Article VI – Section 3

ADD:

Publish List annually of all committee chairman and members. Chairman to limit number of members on committee. Add amendment to state President & Vice President are members of all committees. Change verbiage throughout bylaws to reflect current messaging instead of kilowatt harmonics.


Article III –  Section 1:

New:

Definition – Opening membership to non-US hams, Current bylaws state must have US license.

Old:

The membership of the S.C.A.R.C. shall include radio amateurs with all grades or classes of U.S.Government amateur radio licenses and others who are interested in Amateur Radio. The membership term shall be considered torun from January 1st to December 31st.


Article III – Section 3

New:

Voting Rights – Add amendment to limit voting to active members who regularly attend meetings and/or social events. Possible limit to over 18 yrs. old to vote.

Old:

All classes of members shall have voting rights.


Article III  – Section 7

New:

Cause for dismissal- add words SERIOUS & OR REPETITIVE.

Old:

Cause for Dismissal – Any one of the following shall be considered sufficient grounds for dismissal :

1. Theft or misappropriation of club property.

2. Any violation of FCC rules and regulations while operating club equipment on club property.

3. Creating a disorder on club property that might reflect on the good name of S.C.A.R.C.

4. Non-payment of dues.

 


Article IV  – Section 1 & Section 5

New:

Consider removing Corresponding Secretary.

Old:

The officers for S.C.A.R.C. shall comprise a President,Vice-president, Treasurer, Recording Secretary and a Corresponding Secretary and shall assume the chair in this order in the event of death, incapacitation or absence of the President.

&

The Corresponding Secretary and his appointee will handle correspondence between S.C.A.R.C. and others.


Article IV  – Section 6

New:

Change amount required before needing a meeting. Have ways and means set budget each year for the total amount needed before meeting. Add bonding to treasure at club cost.

Old:

The Treasurer will handle all monies of S.C.A.R.C. keeping proper accounts so that a proper audit can be made at any time. He may select a bank of his choosing for keeping S.C.A.R.C. funds. The Treasurer is authorized to release funds up to and including $ 50.00 an item with approval of the President. Individual expenditures over this figure shall require majority approval at a regular or special meeting.


Article V  – Section 2

New:

Technician and change to just FCC license

Old:

Qualifications – Qualification of nominees. Officer nominees must be Class 1 members and nominees for President and Vice-president must hold a ”Technician” or higher class FCC license.


Article VII  – Section 2

New:

Add 1 yr limit to lapse of payment for members before needing to reapply and go through 3 readings again. Change date to April 1st at 00:00 hours.

Old:

Payment – Dues for the current year must be paid by the regular April meeting unless prior arrangements are made with the Treasurer and approved by the President. Special assessments may be recommended at any meeting and a mail vote of the members for acceptance.


Article VIII  – Section 1

New:

Regular Meetings – Changing day from Tuesday to member decided at the December meeting.  Hold annual vote of when business meeting is held at start of year.

Old:

Regular – The regular monthly meetings shall be held at the club house on the third Tuesday of every month. The regular meeting can be omitted for special occasions such as Field Day, Christmas Party, etc., at the discretion of the President.


Article VIII  – Section 2

New:

Special – Change to after 5 people petition the president, the meeting will be set by the board.

Old:

Special – A special meeting can be called by a written petition to the President signed by any five members specifying the purpose of the requested meeting. It is then mandatory to call the special meeting with or without the approval of the President.
